President Mahama Nominates Five Experts to Ghana’s Fiscal Council

President John Dramani Mahama has nominated five distinguished professionals for appointment to Ghana’s Fiscal Council, in line with Section 11D of the Parliament of Ghana-amended Public Financial Management Act, 2016 (Act 921).

The nominations were announced in a statement issued on Wednesday, April 8, 2026, by Felix Kwakye Ofosu, Minister for Government Communications.

According to the statement, the Council will be chaired by Dr Emmanuel Oteng Kumah, with four other members appointed to serve alongside him: Prof Patrick Opoku Asuming, Leslie Dwight Mensah, J. Kweku Bedu-Addo, and Dr Henry Akpenamawu Kofi Wampah.

The Fiscal Council is expected to play a critical role in strengthening fiscal discipline, reviewing government spending, and providing independent advice on public financial management as Ghana pursues long-term economic stability.

Government says the nominees bring together strong expertise from academia, economic policy, research, and financial governance, positioning the Council to effectively support its mandate under the revised law.

The establishment of the Fiscal Council forms part of broader reforms aimed at improving transparency and ensuring responsible fiscal management across public institutions.
