Former District Chief Executive (DCE) for North Dayi, Hon. Stephen Komla Dan Timinca, has officially declared his intention to contest the Volta Regional Treasurer position of the National Democratic Congress (NDC), promising to introduce a more professional, transparent and accountable approach to the management of the party’s finances.
Hon. Timinca, an accountant and financial management professional who has been an active member of the NDC since 1996, says his decision to contest is driven by the need to strengthen financial discipline and ensure that party resources are properly managed for the benefit of the organisation and its grassroots structures.
According to him, the increasing financial demands of modern political organisation require competent professionals with expertise in accounting, budgeting, financial controls, resource mobilisation and asset management.
He cited the decision at the national level to make the position of National Treasurer an appointed rather than elected position as an indication of the growing importance of professional competence in party financial management.
“If the national leadership has recognised the importance of professional competence in the management of the Party’s finances at the national level, then it is time we also seriously consider the same principle at the regional level. The resources of our great Party deserve professional management, proper accounting and prudent investment,” he said.
Mr. Timinca stressed that his position was not directed at any individual but reflected his conviction that the Regional Treasurer must possess the technical knowledge and professional experience required to manage the party’s finances effectively.
“The office of Regional Treasurer should be entrusted to someone who understands accounting, financial management, budgeting, resource mobilisation, controls, reporting and asset management. This is the standard I am offering to the delegates of the Volta Region,” he stated.
The former North Dayi DCE brings more than two decades of experience from the public and private sectors, with expertise spanning accounting, financial management, procurement, budgeting, administration and resource mobilisation. He has also served the NDC at various levels, including as a branch youth organiser and Constituency Vice Chairman.
He holds master’s degrees in Commerce and Business Administration and says his professional background, combined with his longstanding involvement in the NDC, gives him a strong understanding of both financial management and grassroots party organisation.
At the heart of his campaign is a six-point agenda centred on professionalism, transparency, accountability, integrity, resource mobilisation and the protection of party assets.
Mr. Timinca has pledged to strengthen financial reporting and controls while ensuring that every cedi mobilised in the name of the party is properly recorded, responsibly utilised and fully accounted for.
He also wants the Regional Secretariat to pursue innovative and sustainable approaches to fundraising and resource mobilisation to reduce the financial burden currently placed on Members of Parliament and other party leaders.
He argues that a stronger regional financial structure would allow MPs to focus more of their resources on development needs within their constituencies.
A major component of his vision is the establishment of an insurance and welfare scheme for party members in collaboration with Regional party leaders, MPs, MMDCEs and other stakeholders.
Under the proposal, branch executives, ward coordinators and committed party members could benefit from health and welfare support, particularly during times of need.
Mr. Timinca believes such a scheme would strengthen the party’s commitment to the welfare of its grassroots base and create a stronger sense of belonging among members.
“This contest is not simply about who occupies an office. It is about what kind of financial management system we want for our Party. I believe the time has come for professionals to manage the resources of our great Party with competence, integrity and accountability,” he said.
He is therefore appealing to delegates across the Volta Region to support what he describes as a new era of professional financial stewardship, responsible resource management and sustainable party financing.
